1600 m Deepwater SURF Gas Development
Start-up & Commissioning Delivery — Asia
Project Overview
RROC supported the client from FEED through execution and start-up of a 1600 m deepwater SURF (Subsea, Umbilicals, Risers & Flowlines) gas development in Asia, providing technical leadership and operational coordination across the full SURF scope — subsea infrastructure, drilling operations and a Floating Production Unit (FPU).
The Challenge
Deliver a safe, efficient start-up strategy for a 1600 m deepwater SURF gas development with complex coordination between subsea infrastructure, drilling operations and the FPU — all while managing multiple subcontractor interfaces and maintaining an uncompromising safety posture.
RROC's Approach — Phased Execution
Start-up Strategy & Selection
Developed and selected the optimum start-up strategy for deepwater SURF operations balancing schedule, resource availability and integrated-system risk.
Subcontractor & Interface Management
Managed subcontractor scopes and execution interfaces during SURF pre-commissioning, ensuring clear accountability and procedure compliance.
Subsea XT Well Commissioning
Led subsea Christmas Tree (XT) well commissioning with integrated controls, barrier verification and flow assurance checks.
Integrated Drilling–FPU Start-up
Coordinated the integrated start-up between drilling rig and FPU — aligning communications, interlocks and test envelopes across parties.
Subsea & Topside Integration
Ensured safe system integration between subsea and topside facilities, including joint tests, performance tests and handover into steady-state production.

Project Overview
Our client called on RROC at a critical time — driven by contractual challenges — to oversee the load-out of offshore wind farm turbine components and ancillaries from the UK to Asia for fabrication. RROC's experienced MWS personnel worked alongside the client's engineers, logistics team and the designated port captain to deliver a safe, compliant operation.
The Challenge
Resolve a contractually-pressured load-out of multiple OWF components — plates, installation grippers, piles and turbine parts — onto a Heavy Lift Vessel for sail-away, while maintaining full lift-plan compliance and auditable sea-fastening certification.
RROC's Approach
Lift Plan & Strategy Review
Evaluated and approved all lift plans, rigging procedures and equipment condition with the client's engineers and port captain.
Sea-Fastening & Certification
Verified sea-fastening, lashing arrangements and certification compliance against international heavy-lift standards.
Back-Office Design Support
Back-office design and analysis engineers approved lifting designs and resolved technical queries raised at the quayside.
Quayside-to-HLV Heavy Lift Execution
Managed the quayside-to-HLV transfer using Sarens heavy lift & transportation equipment, onshore cranes and HLV cranes — lifting plates, installation grippers, piles and turbine components ready for sail-away.
Collaboration & Coordination
Seamless collaboration between RROC MWS, client engineers, logistics providers and port authorities throughout the campaign.

Modifications & Subsea Readiness — West Africa
Project Overview
On behalf of our client in West Africa, RROC supervised subcontractors and coordinated mechanical, electrical, instrumentation and subsea modifications on the FPSO topsides ahead of an offshore subsea tie-back execution campaign — ensuring all modifications and pre-commissioning activities were completed efficiently and safely to support the offshore campaign and SURF integrated commissioning.
The Challenge
A tight start-up schedule and offshore campaign window required all topsides modifications, pre-commissioning and subsea-controls work to be completed on time, safely, and with seamless interface to the SURF integrated commissioning.
Key Scope of Work
Reviewed and approved all subcontractor procedures and task plans before execution.
Chemical Injection Module and TUTU expansion delivered with full tie-in testing.
New piping installation and pre-commissioning with hydrotest, reinstatement and system handover.
Subsea controls SPCU installation & commissioning, aligned with subsea network design.
Annulus Vent Gas Monitoring operations coordinated within the broader topsides programme.
